Bleexy Governance

The Bleexy ecosystem is organized around a four-level governance architecture: Technological Governance, Operational Governance, Structural Governance, Corporate Governance.

Technological Governance (TG)

Technological Governance focuses on the functional aspects of the technological infrastructure on which the Bleexy ecosystem is built on. It refers to the technical parameters, rules and protocols designed to (1) optimize the functioning of the technological and technical processes which are supporting overall the ecosystem/platform and (2) and to address the technological facet of potential vulnerabilities, opportunistic behaviors, malfeasance (including coordinated attacks) taking advantage or targeting the barebone blockchain-driven technological infrastructure.

TG consists of the intrinsic and predefined mechanisms set up to achieve the above mentioned objectives by monitoring, warning, preempting and self-correction.

Operational Governance (OG)

Operational Governance deals with the procedures and protocols governing the operational activities and interactions of the ecosystem/network participants (individual and collective) in the process of executing their specific roles and functions, while pursuing their particular objectives on the platform and in the ecosystem.

The key Operational Governance mechanism is incentive alignment via a structure of benefits, costs and potential penalties. The structure of incentives for each type of network actor (individual and collective) has been set up in connection with the operations of the system and the structure of incentives.

The function is to regulate the mix of cooperative and competitive behavior on the platform in ways that optimize the operations of the ecosystem. The Operational Governance process maintains “good behavior” as precondition of “good governance” and calibrates the system’s operation by reinforcing or diminishing the cooperation or competition dynamics between the actors via the incentive systems.

Operational Governance has two dimensions, each determined by the type of actors it regulates: (a) Operational Governance centered on individual actors and their actions and (b) Operational Governance centered on communities and collective action.

a) Operational Governance centered on individual actors
  • On this dimension, Operational Governance is organized around the roles and incentives corresponding to each category/type of main/core network actors: content creators, content validators, consumers and system operators. The structure of incentives for each type of network actor is set up and managed in order to induce as much as possible: (a). incentive maximization for each actor and (b). incentives alignment between network actors
b) Operational Governance centered on communities
  • Bleexy is offering the tools for individuals to take advantage of the benefits of organizing in groups or communities. Individual actors can create or sign up for groups, communities that can function as collective actors (or communities) called “B-Guilds” which are focusing their activities on specific content, brands, interests or other self-defined objectives.
  • The communities could be organized taking advantage of (a) the already set-up package offered by Bleexy or (b) each community(B-Guild) organizer or initiator has the option to create the specific rules of the community.
  • On this dimension, Operational Governance is focused on the rules and protocols governing (a) the creation of such communities (b) the individual actors entry, exit and functioning withing these communities and (c) the relationships between these collective entities.

Structural Governance (SG) and Corporate Governance (CG)

Bleexy’s development strategy expects its governance structure to go through an evolving series of stages, which starts initially with a stage in which the SG and CG levels are integrated -- i.e. determining plans and objectives and overseeing their implementation in the day-to-day operations will be coordinated from the same level and structure.

As the system grows, a process of extrication and separation will take place between the structural governance of the system and its corporate governance level.

Structural Governance (CG) will deliver the following core functions: Supervises the maintenance, functioning, upgrading, system development and crisis management of the system (TG & OG as defined above).

These functions are to be executed by the following SG bodies: (a) A Governance Board and as the Bleexy ecosystem grows (b) an Advisory panel consisting of selected network participants.

Corporate Governance (CG) focuses on the overall ecosystem, as well as the direction of growth and development of Bleexy.

It will be organized in compliance with all legal and regulatory requirements, taking all the standard forms required by law and best practices.

It will include mechanisms for:

  • Accountability.
  • Transparency.
  • Responsibility.

Note on the concentration and centralization of the Bleexy ecosystem.

The structure and the governance of the Bleexy ecosystem are built on the principles of functionality, efficacy, resilience, and targeted performance. With this end in view, the elements of centralization and decentralization are always calibrated to the best functioning and performance of the system.

Bleexy’s organizational development strategy assumes, however, that the ecosystem will evolve on a continuum from a more centralized structure, in the initial stages, to a gradual devolution towards a decentralized structure, as the system grows and complexifies.

For each level or function of the ecosystem one could estimate a “centralization/decentralization” indicator. We expect that these indicators will exhibit different degrees of decentralization at different levels, different functions and different moment in time in the evolution of the ecosystem. A general index of decentralization could be nonetheless built up at any point by summing up the particular indicators.

The objective of Bleexy’s strategy is, in time, to move that index in the direction of more decentralization. However the centralization (or decentralization) in itself will never be the main end, but rather just means to achieve efficacy, performance and resilience objectives.
